SUMMARY (English)
Background and rationale
As part of the Data for Decision-Making Project (P179053) financed by the World Bank, the Central African Institute of Statistics and Economic and Social Studies (l’Institut Centrafricain des Statistiques et des Etudes Economiques et Sociales, ICASEES) rehabilitation and extension of the ICASEES building has been selected, among other project activities.
The project was placed under category C according to the requirements of the World Bank's Environmental and Social safeguard policy. Initially the project did not trigger any Operational Policy; but taking into account the impacts generated by the extension of works (construction of a building at 1 or 2 levels) and the existence of an Environmental and Social Management Plan (ESMP) which was prepared and validated by the Ministry of Environment and Sustainable Development and approved by the World Bank, the Operational Policy PO/PB 4.01 is triggered and the project is reclassified under category B in accordance with the requirements of the World Bank in terms of environmental and social safeguards and national legislation.
However, the works were not completed due to the difficulties related to the mobilization of resources listed in the 2022 finance law, following the tension of the cash flow due to the politico-military crisis, triggered in 2021. To this end, the government has requested Additional Financing (AF) in the amount of 3 million dollars, part of which will be intended for the completion of the extension works of the said building.
After a project assessment, an update of the ESMP is recommended as part of the Additional Financing (AF).
